Floods USA: Missouri River Update, Bismarck, ND, New Corps Numbers - June 27, 2011 Good News for North Dakota Missouri River Flood Fighters Corps Could Ease Releases Starting July 9th June 27, 2011 By Mark Armstrong Bismarck, ND....This morning as I took video and pictures from the replica Yellowstone at Steamboat Park just south of the BNSF Railroad bridge, it was again odd to see no boat traffic on a sunny June morning. A small flock of Canadian geese had the river to itself with the morning crest of 19.17 feet. 150,400 cubic feet of water per second (cfs) upstream was still being discharged from Garrison Dam, creating a mega-flood that enters its fifth week officially today. Sometime later today the Missouri river will surpass 19.20 feet at the gauge in Bismarck, moving this flood into 22nd all-time, when the flood of 1893 occurred here. With 800 homes and 4,000 people evacuated on both sides of the river and various flood battles continuing throughout both counties, the news over the week-end was welcomed that the Corps could start to ease releases by 5,000 cfs beginning July 9th to 120,000 cfs by July 18th. Still causing a flood, just less of a flood by about roughly twenty percent by sheer volume of water. Here is the three-week forecast link that provides all the information http://www.nwd-mr.usace.army.mil/rcc/reports/twout.html Weather and Snowpack in Montana-Wyoming are the Big Unknowns Dependent on the "Good News" from the Corps is the weather. They base theirs on a model. We know they tend to stick with their models, until the model changes. Like all models they are subject to change. Depends how far out you want to probe and how many variables you want to throw into the mix. I asked Meteorologist Mike Maguire if the model swings a few degrees warmer, or wetter or the snowpack comes out faster, if it is possible to see a ramp back up on the flows from Garrison Dam, given they are at-capapcity now? He replied in an email to me, Yes! This is completely dependent on the Yellowstone River forecast being close to right. They surely know the weather/heat coming. They surely are better guessers(than me) at how much snow is up there(or consult with the best guessers). If there is more snow than the best guessers thought and temps got 10 degrees warmer than what the models were programmed with, then we could have a spike a bit higher but it seems hard to believe they could be off by an amount that would cause the river at Corwin Springs to jump to the 11 feet area. The latest extended NWS products. These are automated on weekends and usually not as good as the M-F versions that meteorologists create using the same guidance but applying correction factors. If it were me, I would be making it warmer and drier in MT/ND than these maps. Let's hope this new model and release schedule holds up and we don't see some of the other possible scenarios play out on the Missouri river that played out on the Souris Basin. Stupid TEPCO lying and shifting blame (again still). First, the Earthquake "damaged' the plant, then blamed the Tsunami, because of the liability of being not secure enough for the Earthquake. Then, someone turned off the cooling system. Then, That didn't happen either. Then, they will no longer build new nuclear power plants in Japan, But NOW, they are going to export nuclear power, but well at least they can share their "experience" of the nuclear accident. TEPCO issues interim report on Fukushima accident The Tokyo Electric Power Company has released an interim report on its in-house probe into the nuclear disaster at the firm's Fukushima Daiichi power plant. But the report issued on Friday fails to clarify how or why a huge amount of radioactive materials leaked outside the facility. Based on data and interviews of more than 250 workers since June, the report describes how the giant tsunami on March 11th knocked out almost all of the plant's power sources and all of its fail-safe mechanisms. The report also details how meltdowns occurred at some of the plant's reactors after the accident. The report says the firm had worked with the government and obtained its endorsement in taking measures to guard the plant from severe accidents before March 11th. The report also defends as reasonable the utility's effort to contain the damage from the accident. The report says that the plant lost all of its safety mechanisms because the tsunami was much larger than expected, that workers could not keep up with developments, and that core meltdowns occurred. The report calls for thorough steps to protect the cooling and power systems of power plants from tsunamis and for installation of an emergency power source in a safe place. The report calls on the utility to ensure that it has ways to cool reactors in case of further accidents. The report does not contain an in-depth examination of the utility's failure to immediately submit to the government the firm's 2008 estimate that a tsunami higher than 10 meters could hit the plant. The utility has said it did not submit the estimate immediately because it was based on a groundless hypothesis. The firm eventually submitted the estimate only 4 days before the March 11th disaster. Much remains unknown about how workers tried to cool the plant's Number 1 reactor -- where a meltdown occurred -- or why the Number 2 reactor ended up releasing a large amount of radioactive materials. Japan Fukushima: update for today - July 27, 2011 Govt to ban shipment of Miyagi beef cattle Japan's government has decided to suspend all shipments of beef cattle from Miyagi Prefecture, due to fears of radioactive contamination. It plans to give the order as early as Thursday. Miyagi Prefecture has shipped 1,031 head of beef cattle believed to have been fed rice straw contaminated with radioactive cesium. Amounts exceeding the government-set permissible level have been detected in beef from 6 of the cattle, in quantities as high as 1,150 becquerels per kilogram. This is more than twice the safety level. The government's task force on the nuclear disaster says the contaminated beef came from cattle from various parts of the prefecture, rather than from a limited area. Miyagi will become the second prefecture to have all beef cattle shipments banned, following Fukushima, which was given the order last week. Miyagi shipped about 33,000 head of beef cattle per year before the March 11th disaster.
