Chief Cabinet Secretary Yukio Edano said the plant operator Tokyo Electric Power Co (TEPCO) confirmed that the 11:01 a.m. blast did not damage the container of the No. 3 reactor, allaying concerns that the explosion may have caused a massive release of radioactive substance. TEPCO said three workers, including its employees, were injured by the blast. All of them suffered bruises. ‘‘According to the plant chief’s assessment, the container’s health has been maintained,’’ Edano told a press conference. ‘‘The possibility is low that massive radioactive materials have spattered.’‘ Edano said the blast that blew away the roof and the walls of the building housing the container was similar to an explosion Saturday at the No. 1 reactor of the same plant, following Friday’s magnitude 9.0 quake. It had been widely expected that the No. 3 reactor would follow the same path. The top government spokesman said operations to pour seawater into the reactor to cool it down were continuing and the level of pressure in the container was stable. The Nuclear and Industrial Safety Agency said wind was not blowing in the area. The radiation level had not significantly risen, it added. The Tokyo metropolitan government is also examining radiation levels in the metropolis. The Fukushima No. 1 nuclear plant has been shut down since the quake and some of its reactors have lost their cooling functions, leading to brief rises in the radiation level over the weekend. As a result, cores at the No. 1 and No. 3 reactors have been partially melting. Earlier in the day, TEPCO reported to the government that the radiation level at the plant had again exceeded the legal limit and pressure in the container of the No. 3 reactor had briefly increased. On Monday, radiation at the plant’s premises rose over the benchmark limit of 500 micro sievert per hour at two locations, measuring 751 micro sievert at the first location at 2:20 a.m. and 650 at the second at 2:40 a.m., according to the report. The hourly amounts are more than half the 1,000 micro sievert to which people are usually exposed in one year. The maximum level detected so far around the plant is 1,557.5 micro sievert logged Sunday. The utility had been pouring seawater into the plant’s No. 1 and No. 3 reactors to help cool their cores, which are believed to have partially melted after part of the fuel rods were no longer covered by coolant water when levels fell following the quake. The seawater injection stopped around 1 a.m. due to the shortage of water left in tanks, but resumed for No. 3 reactor at 3:20 a.m., according to the nuclear safety agency. The halt of coolant water injection apparently caused rising pressure in the reactor container and an increase in the radiation level at the plant, the agency said. TEPCO at one point planned to release radioactive steam from the No. 3 reactor container to depressurize it and ordered workers to vacate the site. But as the pressure later lowered, workers resumed operations at the site, according to the agency. USA: Airspace Over Flooded Nebraska Nuclear Power Plant Still Closed - June 15, 2011 A fire in Nebraska's Fort Calhoun nuclear power plant briefly knocked out the cooling process for spent nuclear fuel rods, ProPublica reports. The fire occurred on June 7th. On June 6th, the Federal Administration Aviation (FAA) issued a directive banning aircraft from entering the airspace within a two-mile radius of the plant. "No pilots may operate an aircraft in the areas covered by this NOTAM," referring to the "notice to airmen," effective immediately. The plant is reportedly at a stage 4 level of emergency, though the Omaha Public Power District (OPPD), which owns and operates the plant, denies this. "This terminology is not accurate, and is not how emergencies at nuclear power plants are classified," the OPPD says on a website created to counter rumors about the security of the Fort Calhoun plant. The OPPD claims the FAA closed airspace over the plant because of the Missouri River flooding. But the FAA ban specifically lists the Fort Calhoun Nuclear Power Plant as the location for the flight ban. The plant is adjacent to the now-flooding river, about 20 minutes outside downtown Omaha, and has been closed since April for refueling. WOWT, the local NBC affiliate, reports on its website: "The Ft. Calhoun Nuclear Facility is an island right now but it is one that authorities say is going to stay dry. They say they have a number of redundant features to protect the facility from flood waters that include the aqua dam, earthen berms and sandbags." OPPD spokesman Jeff Hanson told Business Insider that the nuclear plant is in a "stable situation." He said the Missouri River is currently at 1005.6" above sea level, and that no radioactive fuel had yet been released or was expected to be released in the future. Asked about the FAA flight ban, Hanson it was due to high power lines and "security reasons that we can't reveal." He said the flight ban remains in effect. Radiation levels rose again in seawater near the troubled nuclear reactor in Fukushima. The radiation does not pose a health risk, as the residents within a 12-mile zone of the plant have already evacuated the area. The levels of radioactive iodine found in seawater near Japan's stricken nuclear power plant rose further on Thursday. [Hidehiko Nishiyama, Nuclear & Industrial Safety Agency]: "Today's levels measured 330 meters (1082 feet) away from the water evacuation section of reactors No. 1 through 4 of the Fukushima Daiichi nuclear plant, were again a little higher by 4,385 times (the legal limit)." The level was the highest recorded since the crisis at the Fukushima Daiichi plant began. This does not present a health risk because nearby residents had already been evacuated from a 12-mile zone around the complex that extends out to sea. In addition to the radiation found in seawater, the International Atomic Energy Agency says radiation measured at the village of Iitate (PRON ee-TAH-tay)... located about 25 miles from the plant, exceeded a criterion for evacuation. Japan's top government spokesman says they have yet to expand the exclusion zone. [Yukio Edano, Chief Cabinet Secretary]: "If there is a possibility, or if the situation starts to look like, for an extended period of time, there is a level (of radiation/radioactive fallout) that will affect human beings we will need to consider an evacuation."
