Japan Fukushima: TEPCO won't release treated water to sea for now - December 16, 2011 The operator of the crippled Fukushima Daiichi nuclear power plant has decided for the time being not to release decontaminated water into the ocean. Tokyo Electric Power Company, or TEPCO is decontaminating radioactive water amassed in the basements of the reactor buildings and then recycling it as coolant for the reactors. But it is having difficulty dealing with the decontaminated water. Amounts are exceeding the initial estimates and underground water is also flowing into the basements. Currently, the firm is storing the treated water in tanks on the plant's premises. TEPCO said on December 8th that it was considering discharging the treated water into the sea after further decontaminating it. However, it has postponed its decision after facing a protest from a national association of fisheries cooperatives. TEPCO disclosed its position in a 3-year management plan for its nuclear plants presented to the industry ministry's Nuclear and Industrial Safety Agency on Thursday. The firm says it will not release water into the sea until it implements 3 measures: blocking underground water from entering the basements, improving and stably operating decontaminating equipment, and increasing the number of storage tanks. TEPCO says it will not release water into the ocean without approval from relevant government offices, including the fisheries ministry. A TEPCO senior official says his firm will explain its efforts in detail to relevant organizations after taking the 3 steps. Japan Fukushima: Government Team Sets Radiation Exposure Limits - December 16, 2011 Govt team sets radiation exposure limits A government working group has proposed a radiation exposure limit of 10 millisieverts per year or less for areas contaminated by the nuclear accident at the Fukushima Daiichi plant, to be achieved within 2 years. The working group compiled a report on health effects of relatively low levels of radioactive contamination on Thursday. It is comprised of experts in radiology and other fields. The report says there is no proof of a clear increase in health risks at the level of 20 millisieverts per year, the mark set by the government for evacuation. The report proposes a target of 10 millisieverts per year for decontaminating evacuation zones within 2 years. It says the target should be lowered to 5 millisieverts or less in the next stage and to one millisievert in the long run. The International Commission on Radiological Protection recommends one millisievert per year as the long-term annual limit for ordinary people. The task force also urges continued decontamination efforts and control on food safety in areas with radioactive contamination levels below 20 millisieverts. It also urges radioactivity levels in the air be lowered below one microsievert per hour before reopening schools in evacuation zones. After a meeting in Bangladesh this week, the Global Alliance for Vaccines and Immunisation said women and girls in nine developing countries might be immunized against the human papillomavirus, or HPV, which causes cervical cancer, by 2015. The group, also known as the GAVI Alliance, could not immediately name the countries likely to get the vaccines. It said buying the injections depends on whether it can negotiate a reasonable price from manufacturers and whether countries can prove they can actually deliver the shots. At the meeting, GAVI also said it would consider investing in hundreds of millions of shots against the rubella virus, or German measles, which can be dangerous for pregnant women and children. The GAVI Alliance includes the World Health Organization, UNICEF, the vaccine industry and the Bill & Melinda Gates Foundation, among others. Nina Schwalbe, the alliance's managing director of policy and performance, said the HPV vaccine is critical to women and girls in developing countries because they often don't get cervical cancer screening or treatment. "The vaccine is their only hope," she said. The HPV vaccine normally sells for more than $300 in rich countries and includes three shots given over six months. Schwalbe said Merck & Co. Inc., which makes an HPV vaccine, had offered to sell it to GAVI for $15 for the entire treatment. GAVI is also in talks with GlaxoSmithKline PLC, which makes another licensed HPV vaccine. Daniel Berman, a vaccines expert at Doctors Without Borders, said GAVI's planned investment in the HPV vaccine was good news. But he worried GAVI might not do enough to ensure young women actually get immunized. "In the past, there's been this imbalance at GAVI where they put too much (money) into vaccines and not enough into getting vaccines to kids," he said. "They're falling down on the delivery side." A study published several years ago found dozens of poor countries inflated the figures for how many children got vaccinated against deadly diseases, allowing them to claim more money from international groups, including GAVI. Dagfinn Hoybraten, chair of GAVI's board, said they would invest more into health systems if countries requested it. He said administering the HPV vaccine demanded special programs and that trials in Rwanda and Vietnam demonstrated it could work in poor countries. In the Rwanda trial, where the shots were given to girls aged 10-12 in schools, the compliance rate was more than 90 percent. In comparison, the HPV vaccine has been a hard sell in the U.S., with only a third of adolescent girls getting all three doses of the shot by last year. Hoybraten said the HPV vaccine would only be provided when countries ask for it. Authorities in the Czech Republic, Austria and Russia measured very low levels of iodine-131 in their atmospheres from late October to November. The International Atomic Energy Agency along with those countries conducted an investigation for the source of the iodine. On Thursday, the IAEA issued a statement saying that Hungary's nuclear authority told the agency that iodine-131 had been released from a private institute from September 8th to November 16th. The institute produces radioisotopes for healthcare, research and industry. The Hungarian government also issued a statement on the same day, saying there are no public health concerns because the leaked iodine is within the permissible amount set by the country. US set to buy scrapped UK Harrier fleet - November 16, 2011 Britain's entire fleet of mothballed Harrier jump jets looks set to be sold to the US Navy and Marine Corps. The US newspaper the Navy Times revealed that negotiations to buy all 74 aircraft - scrapped under the Strategic Defence & Security Review last October - are already in the final stages of negotiations. Rear Admiral Mark Heinrich, chief of the US navy's supply corps, is quoted as saying: "We're taking advantage of all the money the Brits have spent on them. "It's like we're buying a car with maybe 15,000 miles on it. These are very good platforms. And we've already got trained pilots." The Ministry of Defence has confirmed it is negotiating the sale but has refused to disclose how much the US military is offering. An MOD spokesman said: "We are currently negotiating the sale of Harrier assets to the US Government. It would therefore be inappropriate to comment on the future of the Harrier fleet at this time." The two-part deal was revealed Nov. 10 during a conference in New York, when Rear Adm. Mark Heinrich, chief of the U.S. Navy’s Supply Corps, told attendees he had negotiated a $50 million deal to purchase the spare parts inventory from the British. A separate deal, he said, was being negotiated by the U.S. Navy’s Naval Air Systems Command (NAVAIR) to acquire all 74 remaining GR Mark 9 and Mark 9A Harriers and their spare Rolls-Royce engines from the British. Neither NAVAIR nor the British Ministry of Defence would officially comment on the negotiations, but sources on both sides of the Atlantic confirmed the deal was in the works. Heinrich said the spare parts deal was worth $50 million, but no value for the larger aircraft and engine deal has been revealed.
