L'OVNI est apparu durant un show acrobatique de l'aviation chilienne qui était donc filmé par des caméras du gouvernement. Leslie Kean, journaliste spécialisé dans les affaires d'extra-terrestres aurait précisé qu'il s'agirait d'un cas très particulier qui pourrait aider à reconnaître l'existence d’extra-terrestres. All agree we must act in the face of this escalating crisis. Yesterday, the Security Council deplored the rapidly deteriorating humanitarian situation and demanded access for relief workers. I welcome the Council’s clear and strong statement. The Human Rights Council, meeting in Geneva, condemned the “widespread and systematic” violations of human rights and demanded an immediate end to the violence. I am extremely disappointed that the UN Emergency Relief Coordinator, Ms. Valerie Amos, has not been able to travel to Syria despite repeated assurances. He plans to travel next week to Cairo for consultations with the Secretary-General of the League of Arab States and to a number of other regional capitals, including Damascus. My predecessor has taken on a difficult mission with immense challenges; he needs the full and undivided support of the international community, speaking in one voice. Excellencies, Let me turn now to the particulars of the situation: the deepening humanitarian crisis, the increasingly worrying human rights picture, and the political process that we hope will chart a way ahead. The Secretariat has sent a Note Verbale to the Permanent Mission of Syria requesting its response to the clear demands set forth in General Assembly resolution 66/253, dated 16 February. We received a reply yesterday. The Secretariat has also requested information from the League of Arab States on what Member States are doing to support the Arab League initiative. In the past two weeks, I have remained in close contact with the Secretary-General of the League of Arab States. I met him last week in London and spoke with him as recently as yesterday. Ladies and Gentlemen: The Syrian Government has failed to deliver on its responsibility to protect its people. Civilian populations are under military assault in several cities. The disproportionate use of force by Syrian authorities has driven, what had been largely peaceful opposition forces, to resort to take up arms in some cases. But let us be clear: the opposition’s firepower appears to be minimal, compared to the heavy weapons being used by the Syrian army. Armed extremist groups have also opportunistically used the situation to carry out terrorist acts, in particular in Damascus and Aleppo. While the continuing lack of access makes it impossible to verify specific casualty figures, credible reports suggest that the total number of people killed since March last year is well above 7,500, including many women and children. On several occasions, the daily death toll has exceeded one hundred. Approximately 25,000 refugees are now registered with UNHCR in neighbouring countries; between 100,000 and 200,000 people are internally displaced. The Syrian Government has also resisted the General Assembly’s demand for full and unhindered access for international media. Journalists, too, have been killed or injured alongside the people whose plight they were there to report. Let me turn now to the human rights situation. This Assembly called upon the Syrian Government to immediately put an end to all human rights violations and attacks against civilians, protect its population and fully comply with its obligations under applicable international law. The Syrian authorities clearly have not done so. The International Commission of Inquiry for Syria, in a report issued on 22nd February, concluded that the Syrian Government forces have committed widespread, systematic and gross human rights violations, amounting to crimes against humanity, with the apparent knowledge and consent of the highest levels of the State. The Commission’s report also concluded that anti-Government groups have committed abuses, although not comparable in scale and organization to those carried out by the State. The Commission also found that the security forces and Shabiha militias have continued to use live ammunition against peaceful protesters throughout the country, and that the Government has carried out reprisals in response to opposition calls for strikes. Freedom of expression continues to be severely restricted, and many human rights defenders, activists, protesters and journalists across the country are being arrested or detained. We are receiving widespread reports of torture under detention, even of children. In response to the worsening human rights situation, the Human Rights Council yesterday adopted a resolution that strongly condemns the use of force against civilians, summary executions, the killing and persecution of protesters, human rights defenders and journalists, arbitrary detention, enforced disappearances, interference with access to medical treatment, torture, sexual violence and ill-treatment, including against children. The resolution also calls on the Government to allow free and unimpeded access by the United Nations and humanitarian agencies to carry out a full assessment of needs in Homs and other areas, and to permit humanitarian agencies to deliver vital relief goods and services, especially in Homs, Dar’a, Zabadani and other areas under siege. Excellencies, Ladies and Gentlemen, We must do everything in our power to end the crisis. We must help move towards a Syrian-led political transition to a democratic, pluralistic political system, as supported by this Assembly. Yet to date, the international community has failed in its duty. In fact, the actions – indeed, the inaction — of the international community seems to have encouraged the Syrian authorities in their brutal suppression of its citizens. Further militarization of the Syrian opposition is not the answer. The international community must urgently find unity in pressing the Syrian authorities and all other parties to stop the violence. It must insist, with one voice, that the Syrian authorities give access to international humanitarian workers as an essential first step towards a peaceful solution to the crisis. It is with this aim that, together with Secretary-General Nabil El-Araby of the Arab League, we announced the appointment of Kofi Annan as our Joint Special Envoy for Syria. Mr. Annan will work to end the violence and human rights violations, and promote a peaceful solution to the Syrian crisis. It is important to ensure that there is only one track in the mediation process being undertaken by the international community. Efforts to support the Arab League’s initiative to promote a peaceful solution also included last week’s meeting of the “Friends of the Syrian people” in Tunisia, which brought together representatives from more than 65 nations and organizations. The meeting demonstrated wide international support for the Syrian people and sent a strong message to the Syrian authorities: the time has come to stop the bloodshed. Excellencies, The way towards a peaceful solution of the Syrian crisis is difficult, but clear. First, there should be an immediate end to the killings and violence. International relief workers must be allowed in. Second, there is a clear need for an inclusive political dialogue among all Syrian actors. The international community must align itself with the process led by the Joint Special Envoy. To succeed, he will need our full and undivided support. It is time for the international community to speak with one voice, loud and clear. Continued division emboldens the Syrian authorities in their violent, dead-end path. Continued delay in the humanitarian effort causes more human suffering. Syria: 1 of 4 - 99th Plenary Meeting - General Assembly - March 2, 2012 Prevention of armed conflict [34] The Secretary-General will report to the General Assembly as required under last month’s General Assembly resolution on Syria (97th Plenary Meeting). UN Secretary-General Ban Ki-moon's oral report to the General Assembly on situation in Syria: Mr. President, Excellencies, Ladies and Gentlemen, I am making this report as requested by the General Assembly resolution A/Res/66/263 of 16 February. Given the gravity of the situation, please be assured that we will keep you regularly informed. We have all watched the events in Syria this week with growing alarm. We have seen heavy artillery shelling and tank fire in densely populated neighborhoods across the country. A major assault on Homs took place yesterday. Civilian losses have clearly been heavy. We continue to receive grisly reports of summary executions, arbitrary detentions and torture. In Homs, Hama and elsewhere, the brutal fighting has trapped civilians in their homes, without food, heat or electricity or medical care; without any chance of evacuating the wounded or burying the dead. People have been reduced to melting snow for drinking water. This atrocious assault is all the more appalling for having been waged by the government itself, systematically attacking its own people. All agree we must act in the face of this escalating crisis. Yesterday, the Security Council deplored the rapidly deteriorating humanitarian situation and demanded access for relief workers. I welcome the Council’s clear and strong statement. The Human Rights Council, meeting in Geneva, condemned the “widespread and systematic” violations of human rights and demanded an immediate end to the violence. I am extremely disappointed that the UN Emergency Relief Coordinator, Ms. Valerie Amos, has not been able to travel to Syria despite repeated assurances. I once again urge the authorities to allow her to visit, as soon as possible, so that humanitarian relief workers can reach the many thousands of people who desperately need assistance. Today, teams from the International Committee of the Red Cross and the Syrian Arab Red Crescent Society have been permitted to enter Homs, but they are waiting to get access to Bab Amr. It is essential that aid workers be allowed to help civilians in the most devastated areas of the city; as of this moment, assistance can still not get through. As you know, the joint UN-Arab League Special Envoy, the Honorable Kofi Annan, will depart from New York this evening. During the past two days he has been consulting intensively with Member States, including members of the Security Council and the Arab Group as well as the Syrian mission and other concerned stakeholders. He plans to travel next week to Cairo for consultations with the Secretary-General of the League of Arab States and to a number of other regional capitals, including Damascus. My predecessor has taken on a difficult mission with immense challenges; he needs the full and undivided support of the international community, speaking in one voice. Excellencies, Let me turn now to the particulars of the situation: the deepening humanitarian crisis, the increasingly worrying human rights picture, and the political process that we hope will chart a way ahead. The Secretariat has sent a Note Verbale to the Permanent Mission of Syria requesting its response to the clear demands set forth in General Assembly resolution 66/253, dated 16 February. We received a reply yesterday. The Secretariat has also requested information from the League of Arab States on what Member States are doing to support the Arab League initiative. In the past two weeks, I have remained in close contact with the Secretary-General of the League of Arab States. I met him last week in London and spoke with him as recently as yesterday. Ladies and Gentlemen: The Syrian Government has failed to deliver on its responsibility to protect its people. Civilian populations are under military assault in several cities. The disproportionate use of force by Syrian authorities has driven, what had been largely peaceful opposition forces, to resort to take up arms in some cases. But let us be clear: the opposition’s firepower appears to be minimal, compared to the heavy weapons being used by the Syrian army. Armed extremist groups have also opportunistically used the situation to carry out terrorist acts, in particular in Damascus and Aleppo. While the continuing lack of access makes it impossible to verify specific casualty figures, credible reports suggest that the total number of people killed since March last year is well above 7,500, including many women and children. On several occasions, the daily death toll has exceeded one hundred. Approximately 25,000 refugees are now registered with UNHCR in neighbouring countries; between 100,000 and 200,000 people are internally displaced. The Syrian Government has also resisted the General Assembly’s demand for full and unhindered access for international media. Journalists, too, have been killed or injured alongside the people whose plight they were there to report. Let me turn now to the human rights situation. This Assembly called upon the Syrian Government to immediately put an end to all human rights violations and attacks against civilians, protect its population and fully comply with its obligations under applicable international law. The Syrian authorities clearly have not done so. The International Commission of Inquiry for Syria, in a report issued on 22nd February, concluded that the Syrian Government forces have committed widespread, systematic and gross human rights violations, amounting to crimes against humanity, with the apparent knowledge and consent of the highest levels of the State. The Commission’s report also concluded that anti-Government groups have committed abuses, although not comparable in scale and organization to those carried out by the State. The Commission also found that the security forces and Shabiha militias have continued to use live ammunition against peaceful protesters throughout the country, and that the Government has carried out reprisals in response to opposition calls for strikes. Freedom of expression continues to be severely restricted, and many human rights defenders, activists, protesters and journalists across the country are being arrested or detained. We are receiving widespread reports of torture under detention, even of children. In response to the worsening human rights situation, the Human Rights Council yesterday adopted a resolution that strongly condemns the use of force against civilians, summary executions, the killing and persecution of protesters, human rights defenders and journalists, arbitrary detention, enforced disappearances, interference with access to medical treatment, torture, sexual violence and ill-treatment, including against children. The resolution also calls on the Government to allow free and unimpeded access by the United Nations and humanitarian agencies to carry out a full assessment of needs in Homs and other areas, and to permit humanitarian agencies to deliver vital relief goods and services, especially in Homs, Dar’a, Zabadani and other areas under siege. Excellencies, Ladies and Gentlemen, We must do everything in our power to end the crisis. We must help move towards a Syrian-led political transition to a democratic, pluralistic political system, as supported by this Assembly. Yet to date, the international community has failed in its duty. In fact, the actions – indeed, the inaction — of the international community seems to have encouraged the Syrian authorities in their brutal suppression of its citizens. Further militarization of the Syrian opposition is not the answer. The international community must urgently find unity in pressing the Syrian authorities and all other parties to stop the violence. It must insist, with one voice, that the Syrian authorities give access to international humanitarian workers as an essential first step towards a peaceful solution to the crisis. It is with this aim that, together with Secretary-General Nabil El-Araby of the Arab League, we announced the appointment of Kofi Annan as our Joint Special Envoy for Syria. Mr. Annan will work to end the violence and human rights violations, and promote a peaceful solution to the Syrian crisis. It is important to ensure that there is only one track in the mediation process being undertaken by the international community. Efforts to support the Arab League’s initiative to promote a peaceful solution also included last week’s meeting of the “Friends of the Syrian people” in Tunisia, which brought together representatives from more than 65 nations and organizations. The meeting demonstrated wide international support for the Syrian people and sent a strong message to the Syrian authorities: the time has come to stop the bloodshed. Excellencies, The way towards a peaceful solution of the Syrian crisis is difficult, but clear. First, there should be an immediate end to the killings and violence. International relief workers must be allowed in. Second, there is a clear need for an inclusive political dialogue among all Syrian actors. The international community must align itself with the process led by the Joint Special Envoy. To succeed, he will need our full and undivided support. It is time for the international community to speak with one voice, loud and clear. Continued division emboldens the Syrian authorities in their violent, dead-end path. Continued delay in the humanitarian effort causes more human suffering. Mr. Kofi Annan, Joint Special Envoy of the United Nations and the League of Arab States on the Syrian crisis, on the situation in Syria. Transcript of the joint press stakeout: SG: Good evening, ladies and gentlemen. It is a great pleasure for me to be here with the distinguished former Secretary-General and out Joint Special Envoy on Syria, the Honorable Kofi Annan. I only wish the circumstances were less grim. The situation in Syria has grown increasingly desperate. There is no more urgent task before the international community than to end to the killing, immediately. The government must cease using force against civilians. We seek a cessation of violence that sets the stage for a peaceful solution - a solution that offers all the Syrian people, regardless of religion or ethnicity or political affiliation, a future of security, dignity and freedom. This is why, together with Secretary-General El-Araby of the League of Arab States and in accordance with the wishes of the General Assembly, we have appointed Mr. Annan as our Joint Special Envoy. We had a very good round of initial discussions this afternoon. We will be working closely and with great urgency in the days ahead. Following his meetings in New York, I have asked him to travel to Cairo to meet with the Secretary-General of the Arab League. From there, I will ask him to proceed to the region, including Damascus, as soon as possible. He will need the support of all those inside and outside Syria. I call on all parties to do their utmost. He will also be counting on the strong support of all Member States for his diplomatic efforts, including the Security Council. He will certainly have mine. I strongly urge the Syrian authorities to extend their full cooperation. I was extremely disappointed, this morning, to learn that our United Nations humanitarian coordinator Valerie Amos has still not been permitted to visit Syria, despite the clear need and despite the repeated commitments by the government that she would be welcomed. I take this opportunity to remind the Syrian authorities of their obligations under international humanitarian and human rights law, and I call on them once again to work toward a peaceful democratic solution for the Syrian people. Now, let me now know turn the floor over to you. Annan: Thank you very much Mr. Secretary-General and good evening. I’m happy to be here once again. But let me thank the Secretary-General and Secretary-General El-Araby of the League of Arab States for the trust they have shown to me, let me put it that way, and the responsibility they have given me. It is a very difficult assignment and it is a tough challenge. An the first thing we need to do as the Secretary-General has said is to do everything we can to stop the violence and the killing, to facilitate humanitarian access and ensure that the needy are looked after and work with the Syrians in coming up with a peaceful solution which respects their aspirations and eventually stabilizes the country. I am not going to say much tonight, since I am going to the region to talk to all concerned. But, let me say one thing. If we are going to succeed, it is extremely important that we all accept there should be one process of mediation. The one both the UN and the Arab League has asked me to lead. When you have more than one and people take their own initiatives, the parties play with the mediators. If one mediator says something they do not want they go to the other. So, one single unitary process, and it is when the international community speaks with one voice, that voice is powerful. And we should pool our efforts and work together. I am determined to work with everybody and I am going to consult broadly with all actors and I think that we are well on the way in that direction. Thank you very much. Q: Mr. Kofi Annan you get a joint mandate tonight to go to the region - the situation is desperate. Do you think you will be there just as a symbolic figure or you have a real message for Damascus. When do you think you are going to reach Damascus? Annan: I am in touch with leaders in the region and, of course, these regions will have to be arranged. And I am seeing also the Syrian Ambassador during my visit here and I have had the opportunity to reach out to leaders in the region and I am arranging the agenda. And, as you can imagine in this type of situation, every move is sensitive and highly political, even the itinerary, but we are working it out and I would expect to get to Syria fairly soon. Q: What about the message that my colleague asked you? What kind of message that you are expecting that you are going to convey to Mr. Assad that was already not heard from the Secretary-General and all other leaders of the international community? Annan: I think the message is clear – that the killing and the violence must stop. Humanitarian agencies must be given access to do their work and it is regrettable that that doesn’t seem to be happening - that is not happening. They should also find a way of resolving their [brief], getting them together for dialogue. There is a need for dialogue between all actors in Syria and that is what we would want to try and push as soon as possible, to get the dialogue going. I know there are people who have other ideas, that dialogue may not be the way to go and one should use other means. But, I think, for the sake of the people, for the sake of the Syrian people who are caught in the middle, a peaceful solution, through dialogue and a speedy one is a way to go. Q: Mr. Kofi Annan, during your career you have met Mr. Assad before. Do you think this gives you an edge in getting access to him, considering what happened with Under-Secretary-General Amos in the last few days being denied access, because of your prior meetings with him? Annan: Time will tell. We haven’t been in touch for a couple of years and so I will not presume anything. We will make the demarches and time will tell. But I would plead with him that he should engage, not only with me, but with the process that we are launching today. .. Q: The Syrian authorities have asked the United Nations to provide a written letter explaining “precise objectives” or the “precise objective” of your mission, Mr. Kofi Annan in Syria. SG: In fact, before the announcement of the Joint Special Envoy in London, I have asked my Chef de Cabinet, Mr. Nambiar, to inform the Syrian Government officially about our intended announcement of a Joint Special Envoy, that he did to Ambassador [Bashar] Ja’afari here in the Mission and my official letter is on its way to President [Bashar] Assad. Mercredi 29 février 2012 à 20 heures 50 sur M6 : Zita, dans la peau d'une femme obèse Premier défi pour Zita : Vivre dans la peau d´une obèse pendant quatre semaines. Aujourd´hui en France on compte plus de 6 millions d´obèses ; un chiffre qui progresse chaque année de 5,5%. Alors, sommes-nous tous concernés par cette maladie et combien de temps faut-il pour basculer dans l´addiction alimentaire ? Quels mécanismes physiologiques mènent à l´excès de poids ? Peut-on développer une addiction à la nourriture comme pour l´alcool ou la cigarette ? Pour répondre à toutes ces questions, Zita va mener une enquête journalistique tout en adoptant le régime alimentaire hypercalorique d´une femme obèse pendant quatre semaines : elle passera de 1 500 à 6 000 calories par jour et observera au fil de l´expérience comment son corps et son mental réagissent. Elle sera bien évidemment suivie tout au long de son immersion par un nutritionniste. Pour compléter son enquête, Zita ira également à la rencontre de Français confrontés à d´importants problèmes de poids. Parmi ces personnes, Véronique, 50 ans.Ayant abandonnée toute idée de régime, Véronique refuse de se peser mais estime son poids à environ 140 kilos, un poids qu´elle assume totalement. Mais aujourd´hui, Véronique ne veut pas voir qu´elle met sa santé en danger : maladies cardiovasculaires, diabète, hypertension ou encore cancer. Zita va également rencontrer Stéphanie, 28 ans. Avec ses 122 kilos, Stéphanie, comme de nombreuses femmes obèses, ne parvient pas à tomber enceinte. De son côté, son compagnon l´aime avec ses formes. Alors par amour, Stéphanie refuse de maigrir et décide même d´assumer ce poids en devenant mannequin pour femmes obèses. Cécile, quant à elle, est une mère célibataire de 31 ans. Ancienne obèse, Cécile pèse aujourd´hui 74 kilos, il y a 7 ans elle faisait le double. Leskilos ont disparus mais la peau, elle, est toujours là... distendue. Cécile doit subir une chirurgie réparatrice, l´abdominoplastie, afin de retrouver un corps normal. Laurine, 105 kilos, et Lisa, 87 kilos, ont 14 ans. Elles vivent dans le même village etse connaissent depuis toute petite. Ensemble elles ont grossi, mais aujourd´hui sujettes aux moqueries, ces deux copines ne supportent plus leur corps. De plus pour Laurine le constat médical est sans appel : elle est en obésité morbide. Ensemble et solidaires dans cette épreuve, elles ont rejoint un centre d´amaigrissement pour adolescents avec un seul objectif : maigrir pour enfin se sentir bien dans leur peau. Alors comment assumer son image quand on est obèse, et quels dangers encourent les personnes en surpoids ? Comment les plus jeunes vivent-ils une telle situation ? C´est ce que Zita va découvrir au fil de son enquête.
