Syria: UN Secretary-General Ban Ki-moon and UN-Arab League Joint Special Envoy for Syria, Kofi Annan on Syria - Joint Media Stakeout - February 29, 2012 Informal comments to the media by Secretary-General Ban Ki-moon and H.E. Mr. Kofi Annan, Joint Special Envoy of the United Nations and the League of Arab States on the Syrian crisis, on the situation in Syria. Transcript of the joint press stakeout: SG: Good evening, ladies and gentlemen. It is a great pleasure for me to be here with the distinguished former Secretary-General and out Joint Special Envoy on Syria, the Honorable Kofi Annan. I only wish the circumstances were less grim. The situation in Syria has grown increasingly desperate. There is no more urgent task before the international community than to end to the killing, immediately. The government must cease using force against civilians. We seek a cessation of violence that sets the stage for a peaceful solution - a solution that offers all the Syrian people, regardless of religion or ethnicity or political affiliation, a future of security, dignity and freedom. This is why, together with Secretary-General El-Araby of the League of Arab States and in accordance with the wishes of the General Assembly, we have appointed Mr. Annan as our Joint Special Envoy. We had a very good round of initial discussions this afternoon. We will be working closely and with great urgency in the days ahead. Following his meetings in New York, I have asked him to travel to Cairo to meet with the Secretary-General of the Arab League. From there, I will ask him to proceed to the region, including Damascus, as soon as possible. He will need the support of all those inside and outside Syria. I call on all parties to do their utmost. He will also be counting on the strong support of all Member States for his diplomatic efforts, including the Security Council. He will certainly have mine. I strongly urge the Syrian authorities to extend their full cooperation. I was extremely disappointed, this morning, to learn that our United Nations humanitarian coordinator Valerie Amos has still not been permitted to visit Syria, despite the clear need and despite the repeated commitments by the government that she would be welcomed. I take this opportunity to remind the Syrian authorities of their obligations under international humanitarian and human rights law, and I call on them once again to work toward a peaceful democratic solution for the Syrian people. Now, let me now know turn the floor over to you. Annan: Thank you very much Mr. Secretary-General and good evening. I’m happy to be here once again. But let me thank the Secretary-General and Secretary-General El-Araby of the League of Arab States for the trust they have shown to me, let me put it that way, and the responsibility they have given me. It is a very difficult assignment and it is a tough challenge. An the first thing we need to do as the Secretary-General has said is to do everything we can to stop the violence and the killing, to facilitate humanitarian access and ensure that the needy are looked after and work with the Syrians in coming up with a peaceful solution which respects their aspirations and eventually stabilizes the country. I am not going to say much tonight, since I am going to the region to talk to all concerned. But, let me say one thing. If we are going to succeed, it is extremely important that we all accept there should be one process of mediation. The one both the UN and the Arab League has asked me to lead. When you have more than one and people take their own initiatives, the parties play with the mediators. If one mediator says something they do not want they go to the other. So, one single unitary process, and it is when the international community speaks with one voice, that voice is powerful. And we should pool our efforts and work together. I am determined to work with everybody and I am going to consult broadly with all actors and I think that we are well on the way in that direction. Thank you very much. Q: Mr. Kofi Annan you get a joint mandate tonight to go to the region - the situation is desperate. Do you think you will be there just as a symbolic figure or you have a real message for Damascus. When do you think you are going to reach Damascus? Annan: I am in touch with leaders in the region and, of course, these regions will have to be arranged. And I am seeing also the Syrian Ambassador during my visit here and I have had the opportunity to reach out to leaders in the region and I am arranging the agenda. And, as you can imagine in this type of situation, every move is sensitive and highly political, even the itinerary, but we are working it out and I would expect to get to Syria fairly soon. Q: What about the message that my colleague asked you? What kind of message that you are expecting that you are going to convey to Mr. Assad that was already not heard from the Secretary-General and all other leaders of the international community? Annan: I think the message is clear – that the killing and the violence must stop. Humanitarian agencies must be given access to do their work and it is regrettable that that doesn’t seem to be happening - that is not happening. They should also find a way of resolving their [brief], getting them together for dialogue. There is a need for dialogue between all actors in Syria and that is what we would want to try and push as soon as possible, to get the dialogue going. I know there are people who have other ideas, that dialogue may not be the way to go and one should use other means. But, I think, for the sake of the people, for the sake of the Syrian people who are caught in the middle, a peaceful solution, through dialogue and a speedy one is a way to go. Q: Mr. Kofi Annan, during your career you have met Mr. Assad before. Do you think this gives you an edge in getting access to him, considering what happened with Under-Secretary-General Amos in the last few days being denied access, because of your prior meetings with him? Annan: Time will tell. We haven’t been in touch for a couple of years and so I will not presume anything. We will make the demarches and time will tell. But I would plead with him that he should engage, not only with me, but with the process that we are launching today. .. Q: The Syrian authorities have asked the United Nations to provide a written letter explaining “precise objectives” or the “precise objective” of your mission, Mr. Kofi Annan in Syria. SG: In fact, before the announcement of the Joint Special Envoy in London, I have asked my Chef de Cabinet, Mr. Nambiar, to inform the Syrian Government officially about our intended announcement of a Joint Special Envoy, that he did to Ambassador [Bashar] Ja’afari here in the Mission and my official letter is on its way to President [Bashar] Assad. TEPCO issues interim report on Fukushima accident The Tokyo Electric Power Company has released an interim report on its in-house probe into the nuclear disaster at the firm's Fukushima Daiichi power plant. But the report issued on Friday fails to clarify how or why a huge amount of radioactive materials leaked outside the facility. Based on data and interviews of more than 250 workers since June, the report describes how the giant tsunami on March 11th knocked out almost all of the plant's power sources and all of its fail-safe mechanisms. The report also details how meltdowns occurred at some of the plant's reactors after the accident. The report says the firm had worked with the government and obtained its endorsement in taking measures to guard the plant from severe accidents before March 11th. The report also defends as reasonable the utility's effort to contain the damage from the accident. The report says that the plant lost all of its safety mechanisms because the tsunami was much larger than expected, that workers could not keep up with developments, and that core meltdowns occurred. The report calls for thorough steps to protect the cooling and power systems of power plants from tsunamis and for installation of an emergency power source in a safe place. The report calls on the utility to ensure that it has ways to cool reactors in case of further accidents. The report does not contain an in-depth examination of the utility's failure to immediately submit to the government the firm's 2008 estimate that a tsunami higher than 10 meters could hit the plant. The utility has said it did not submit the estimate immediately because it was based on a groundless hypothesis. The firm eventually submitted the estimate only 4 days before the March 11th disaster. Much remains unknown about how workers tried to cool the plant's Number 1 reactor -- where a meltdown occurred -- or why the Number 2 reactor ended up releasing a large amount of radioactive materials. Japan: Japanese communities record Chernobyl-level radiation - October 19, 2011 Australian Broadcasting Corporation Broadcast: 19/10/2011 Reporter: Mark Willacy Thousands of Japanese forced to evacuate their homes by the Fukushima nuclear disaster are facing the prospect of never being able to return. Transcript STEVE CANNANE, PRESENTER: Seven months on from Japan's nuclear meltdown, thousands of people are still unable to return to their homes around the Fukushima nuclear power plant. And for many of them, the terrible realisation is sinking in that they may never go back. Some communities have been found to be radiation hotspots, with levels comparable to those found at Chernobyl. Many of those affected say they've had little help from the Japanese government as they struggle to come to terms with what's happened. The ABC's North Asia correspondent, Mark Willacy, travelled to one of the Fukushima hotspots and talked to some of those dealing with the ongoing legacy of this disaster. MARK WILLACY, REPORTER: He's a practitioner of Zen, a seeker of enlightenment in an age of nuclear fallout. Koyu Abe is the chief monk of Fukushima's 400-year old Joenji Temple and this is a sutra for peace and rebirth, a prayer for the resurrection of an entire community choked in radiation. KOYU ABE, BUDDHIST MONK (voiceover translation): This radiation is like an invisible snow. It's fallen and brought us a long winter. But eventually the snow will melt and spring will come. MARK WILLACY: To help his community rid itself of this invisible snow, Monk Abe is allowing people to dump their radioactive topsoil on temple land. Armed with his four Geiger counters, he shows me just how contaminated this earth is. The Japanese-made Geiger counter quickly blasts off the scale. The others reveal radiation levels ten times beyond what's considered safe. KOYU ABE, BUDDHIST MONK (voiceover translation): The radiation level here is so high that some of the Geiger counters can't measure it. But I still accept this contaminated soil. MARK WILLACY: But to get a real sense of just how contaminated some of these areas are, I have to travel closer to the shattered nuclear plant to a community abandoned to the ravages of radiation. Well I'm just crossing the mountains into Iitate and our Geiger counter is spiking, it's quadrupled just in the space of a minute or two in terms of its reading. So there is no doubt that this place is a radiation hotspot, especially since they found radioactive plutonium there just a couple of weeks ago. I've come to meet Kenichi Hasegawa, and as I pull into his farm in Iitate, the Geiger counter reading begins to rise. Before the nuclear meltdowns Mr Hasegawa was a dairy farmer. Now his sheds are empty, his cattle slaughtered or sold off, his property is deserted and increasingly derelict. Ask him about the performance of his government during this crisis and Kenichi Hasegawa goes close to meltdown himself. KENICHI HASEGAWA, FUKUSHIMA FARMER (voiceover translation): I have absolutely no trust in the Government. I thought they could deal with a nuclear accident, but it is a joke. So now all they do is cover up and hide data. All the while we were exposed to more and more radiation. What the hell are they doing? MARK WILLACY: There's no doubt Kenichi Hasegawa's farm is in a hot zone. A screeching Geiger counter attests to that. The nuclear fallout has scattered Mr Hasegawa's family. His son will no longer inherit the farm. But what reduces this stoic farmer to tears is the tragic story of a close friend, also a dairy farmer, who took his own life when told to slaughter his animals and leave his land. KENICHI HASEGAWA (voiceover translation): When I heard the news, I went to his home and he was already in a coffin. But I still couldn't believe it. I opened the coffin and then I saw him. I choked up. Before the nuclear disaster, he'd been so happy. MARK WILLACY: The Fukushima meltdowns have displaced 80,000 people. Many of them, like Tomoe Unuma and her daughter Hana, are still living in shelters scattered throughout Japan. Tomoe Unuma has been allowed to return to her home once to collect some belongings. Less than three kilometres from the oozing remains of the nuclear plant, the village of Futaba is now an overgrown, decaying ruin. TOMOE UNUMA, FUKUSHIMA EVACUEE (voiceover translation): When we entered the zone it hit me just what a terrible mess it had become. Normally it's a beautiful place of rice fields and homes, but it was choked with weeds. I can't forget that scene. MARK WILLACY: For 10-year-old Hana Unuma, life now means separation from her friends and her father, who was forced to find work in another part of the country. HANA UNUMA, FUKUSHIMA EVACUEE (voiceover translation): I think about home sometimes. But I know I can't go back and it makes me sad. MARK WILLACY: Across Fukushima there are countless more stories like those of the monk Koyu Abe, the farmer Kenichi Hasegawa and the evacuee Tomoe Unuma, stories of resilience, loss, and hope. KOYU ABE (voiceover translation): Monks like me must ease people's suffering. If there's something I can do, I need to take action. TOMOE UNUMA (voiceover translation): They say God never gives you a challenge you can't overcome, but I don't know if I'm strong enough to overcome this. KENICHI HASEGAWA (voiceover translation): We might come back, but I won't let the children come back. It will never be safe for them. But I'd like to return and have my bones buried here. It is now believed that more than 80% of the Libyans have taken side against the Armed Islamists - formerly known as 'Freedom Fighters' - and all the foreigners in their country. Charlene Downes another victim of grooming - May 28, 2011 http://www.dailymail.co.uk/news/article-1220815/Police-disciplined-blunders-murder-case-girl-turned-kebabs.html Police investigating the disappearance of a teenage girl allegedly 'chopped up' for kebab meat have been criticised for a catalogue of failures which led to the collapse of a murder retrial. An independent review found that police surveillance techniques were 'handled poorly and unprofessionally' and as a result nobody is now likely to be convicted of killing Charlene Downes, 14, who was last seen in 2003. Her mother today said she felt 'badly let down' after the Independent Police Complaints Commission (IPCC) recommended that seven officers should be disciplined over the matter. Charlene was last seen on November 1, 2003 when she kissed her mother goodbye and went to see friends on Blackpool Promenade. Two men appeared at Preston Crown Court in 2007 in connection with her alleged murder but the jury was discharged after it failed to reach verdicts. The prosecution claimed the murder suspect was overheard talking about having sex with the teenager and that she had 'gone into kebabs'. A retrial was scheduled to begin a year later but the Crown Prosecution eventually dropped the case because it had 'grave doubts' about the reliability of some of the evidence. Iyad Albattikhi, 31, was formally cleared of Charlene's murder and Mohammed Raveshi, 51, was acquitted of helping to dispose of her body. Charlene's mother, Karen Downes, of Blackpool, said she was 'devastated' at the findings of the police watchdog. 'We feel badly let down by the police and the Crown Prosecution Service,' she said. The investigating team were guilty of a strategic and tactical failure in the management of the audio and video material they obtained, the IPCC concluded. Proper records were not kept, material was not fully transcribed and the overall integrity of the material was not ensured. The use of untrained and inexperienced officers in the inquiry was also criticised as was the way a human intelligence source was handled. The IPCC recommended that one officer should face a disciplinary hearing, one should receive a written warning and five others should receive words of advice. He said: 'It is clear that certain aspects of the case have not been well managed - specifically during the time prior to the trial - and for this we must certainly apologise to the Downes family. 'I want to reassure them and our local communities that we have learned the lessons from this and have moved on quickly in terms of the handling of such information.' Naseem Malik, IPCC Commissioner for the North West, said: 'What is abundantly clear is that the covert surveillance aspect of Lancashire Constabulary's investigation into Charlene's disappearance was handled poorly and unprofessionally. 'The IPCC's managed investigation has identified a catalogue of errors which undermined the court case.' The inquiry was one of Lancashire's longest-running investigations involving a child missing from home before detectives switched the focus to a murder hunt. More than 3,000 people were spoken to by police and almost 2,500 statements were taken. No trace of Charlene has ever been found. The prosecution in the 2007 trial alleged that Jordanian immigrant Mr Albattikhi, who owned Funny Boyz fast food shop in Blackpool, strangled the teenager after having sex with her. The court heard Charlene was one of a number of young white girls who gravitated to the resort's fast food shops to have sex with older men. Expelled from school, she spent her time hanging around the shops on the promenade. Prosecutors claimed either Mr Albattikhi, known as Eddie, or his Iranian landlord and business partner, Mr Raveshi, was having underage sex with her and they would be in trouble if the police found out. Both men denied even knowing her. Police started a murder inquiry when David Cassidy, a former friend of Mr Albattikhi, said the accused's brother had told him the schoolgirl had been strangled and chopped up. Detectives later bugged both Mr Raveshi's home and car with secret listening devices and claimed the defendants could be heard on the tapes discussing her murder, with references to eating her body and a burial place. Det Sgt Jan Beasant spent two years and around 2,500 hours listening to the contents of the tapes but such was the poor sound quality that much of the content was hard to decipher at the trial with sound experts and police disagreeing over what was actually said. John Bromley-Davenport QC, defending Mr Raveshi, claimed Det Sgt Beasant was totally unqualified for the task of listening to the tapes and already knew a huge amount about the case. Ian Goldrein QC, representing Mr Albattikhi, accused Mr Cassidy of telling a pack of lies and that his evidence was unreliable because he had a lengthy criminal record for dishonesty. The jury of seven men and five women deliberated for 49 hours before they conceded they could not reach a verdict on either defendant.
