Fighters attacked each other with rockets, mortars and machine guns, witnesses said. The fighting, which has killed at least 13 people since late last week, raised new concerns about the ability of Libya’s transitional government to disarm thousands of gunmen and restore order after an eight-month civil war. Libya’s interim leader, Mustafa Abdul-Jalil, said his National Transitional Council brought together elders from the feuding areas — the coastal city of Zawiya and the nearby tribal lands of Warshefana — over the weekend and that the dispute has been resolved. “I want to assure the Libyan people that everything is under control,” he said Sunday. However, as he spoke, fighting continued. Heavy gunfire and explosions of rocket-propelled grenades were heard over hours Sunday in the area between the Warshefana lands, about 18 miles west of Tripoli, and Zawiya, another 10 miles to the west. White smoke rose into the air. At one point, the two sides were battling for control of a major military camp of the ousted regime, said a fighter from Tripoli. The camp, once a base of elite forces commanded by one of Gadhafi’s sons, Khamis, is located on a highway midway between Tripoli and Zawiya. In all, at least 13 people were killed in the fighting, including four from Zawiya and nine from Warshefana, according to gunmen and a hospital doctor in Warshefana. More than 100 people from Warshefana were wounded since Saturday, said Dr. Mohammed Sawan, adding that casualties stemmed from gunshots as well as shrapnel from rockets and mortar shells. On Sunday night, a Warshefana field commander, Ashraf Borwais, delivered a severely burned fighter to the local hospital. He said the man was wounded when his vehicle was struck by artillery and exploded. Borwais said fighting had stopped in the evening. “The dogs have retreated,” he said, referring to the Zawiya militiamen. Zawiya fighters, meanwhile, manned roadblocks on the outskirts of their city at intervals of about 200 yards. Groups of jumpy armed men, some brandishing RPGs, crowded around the checkpoints. Fighters searched trunks of cars and checked IDs. The reason for the initial clash remains unclear, although accusations have been flying, including that some of the Warshefana had links to the old regime. At one point last week, fighters from Zawiya entered Warshefana and seized weapons. In retaliation, Warshefana fighters set up random checkpoints and fired at the main highway. Abdul-Jalil said the NTC has established a committee to address the grievances of both sides. He said the fighting was sparked by young men behaving irresponsibly, but he did not elaborate. Since the Oct. 20 death of Gadhafi, there have been a number of violent clashes between fighters, including a deadly shootout at a Tripoli hospital. Residents of the capital have also become increasingly annoyed with fighters from other areas of Libya who have taken over prime locations in the city, including a gated seaside resort village. Despite the growing tensions, Abdul-Jalil and other NTC leaders have said they cannot disarm the fighters quickly. The race is on, this Sunday, November 13. Since I wrote the post, there has been a slow but now rapidly growing attempt from concerned citizens to stop the event. Short of stopping, at least they want emergency decontamination. Why? Because the radiation levels in the stadium and on the roads to be used in the race in Fukushima City is very, very high, as they are being measured measured right now by a citizens group HCR+OPCOM. From their tweets: Inside the stadium, air radiation: 1.49 microsievert/hr Inside the stadium, side of the track where runners are practicing: 1.71 microsievert/hr Inside the stadium, side drain: 13.44 microsieverts/hr 10 meters from the stadium gate, on Ekiden course [on the ground]: 4.67 microsieverts/hr Walkway along the course, on the ground: 11.80 microsieverts/hr ("Spectators beware!") Air radiation level on the walkway along the course: over 1 microsievert/hr 1st relay point, on the ground: 13.14 microsieverts/hr This is only for the 1st segment of the race course, and I assume they are only measuring gamma rays. Judging from the photos they post, they are measuring at the side of the road where the sediment and small debris tend to accumulate. Still, now we know that the asphalt and concrete cannot be effectively "decontaminated" at this point, maybe there is not much difference. Fukushima City is where Greenpeace found cobalt-60 in the soil in a park. Willful ignorance of the coaches of these girls, particularly those school coaches who are also teachers, is staggering. They think it is totally safe, because "if it isn't, they wouldn't have planned it". That's similar to the Mayor of Yokohama, who said the food was safe "if it was sold in the market". As related in one tweet, one of the coaches/teachers replied to the concern of a parent that there was this thing called "half life", and the radiation level in Fukushima City had already fallen to a safe level. Half life of cesium-137 is 30 years. I guess no one had told that teacher about it. When the parent told him about it and how high the radiation level in Fukushima City was, the coach got really concerned. Every participating team has girls in high school and junior high school. I believe it is a requirement. It looks more than half of the members in any given are made up of girls under the age of 18. They are not even a voting age or drinking age (age of 20). One quarter of the team members cannot marry even with the consent of their parents (age of 16). But they can be exposed to high radiation. Does that make sense? I thought intentionally endangering the minor is a crime. On Japan's busiest weekend of ekiden action, some of the best of it came at the first major event held in Fukushima since March's disasters, the East Japan Women's Ekiden, a regional version of January's National Women's Ekiden with 18 prefectural teams made up of runners ranging from junior high to pro. 2009 winner Nagano Pref.'s Yuko Shimizu took the race out hard, winning the 6.0 km First Stage by 18 seconds over Miyagi Pref.'s Hiroko Shoi as pre-race favorites Kanagawa Pref. and Chiba Pref. sat back in 7th and 14th. Kanagawa's second runner Hitomi Nakamura ran a stage best to bring her team with 13 seconds of the lead, but over the next two stages the gap grew again to 22 seconds. The remaining five stages were tense and dramatic as each of Kanagawa's runners in turn closed the gap only to have Nagano's runners outkick them in the final stretch of their stages. Seventh Stage runner Hitomi Sato managed to open a 2-second lead over Nagano's Hikari Yasuhara, but the lead returned to Nagano on the Eighth Stage. Five-time 1500 m national champion Mika Yoshikawa started the 10 km anchor stage for Kanagawa one second behind Nagano's anchor, Meijo University junior Aki Odagiri. Within the first km she took the lead and opened a small lead over Odagiri, but the university runner soon matched pace and the gap remained steady until Odagiri hit a bad patch before halfway and fell back. Surprisingly, she rallied and gutted out a surge, passing Yoshikawa near 7 km and open a lead of nearly 30 m by the time the two entered the track for the final 500 m. Her face clenched as she tried to hang on to the lead, despite still running strong Odagiri fell victim to track specialist Yoshikawa's closing speed. Yoshikawa closed the gap and took the lead with 200 m to go, flying past to open 6 seconds on Odagiri. The pair's exciting battle spurred both to break the course record, Yoshikawa bringing Kanagawa in for its first win in 7 years in 2:16:57 almost one minute faster than the old record. Odagiri also took Nagano under the record by more than 45 seconds, 2nd in 2:17:03. Chiba Pref. clawed its way up through the field after a slow start for 3rd in 2:18:55 thanks to a stage best from Fifth Stage runner Yurie Doi and a new course record of 12:44 for the 4.1075 km Sixth Stage by high schooler Sakiko Naito. Hosts Fukushima Pref. were an impressive 4th only 24 seconds behind Chiba. The Fukushima prefectural government was one of the principal sponsors of the East Japan Women's Ekiden. The TV broadcast was heavy on promotion of the area's natural sights, hot springs, and local delicacies with only passing mention of March's nuclear disaster in the east part of the prefecture. Each of the stage winners said in post-race interviews that they hoped their running would help inspire Fukushima residents.
